Maybe it's a stylistic choice? It is possible, when playing the demo I felt like I was playing some DS FF game (III, IV).

Growlithe learns Outrage at level 43. DONE. Also, you could have trained a Krookodile to 60, but that is asking a bit. Personally, I just used a Magnezone with a Rocky Helmet and destroyed them with my defense. I was going to tell him that but I also thought it would be too excessive.

What about blizzard? Samurott could learn it... You could always raise pkmn especifically for that battle...
