Well it depends on how many programmers/Artists/Designers they used to develop it and how long. You could also be right. From the VAs stuff though it wouldn't cost as much as other AAA or AA openworld titles as it has very little recorded dialogue. and VAs are one of the most costly in game dev. For Context say Microsoft Flight Simulator. MFS has a very very big map with accurate airports, etc, difficult programming work and Ms had to pay many licensing fees to many plane makers in order to put all the real life planes into the game with accurate performance, cockpit, etc. and MFS is 70 bucks while Mario Kart World got none of that expensive licensing fees and programming/technical work is less complicated than MFS.
