No it's not just about the pre-order. According to Rockstar the physical version of Grand Theft Auto 6 will not contain a Blu-ray disc . Instead, both the standard and Ultimate Edition boxed copies will include a physical case containing a printed digital download code.

I find it stupid that it's digital only, but if stores are going to refuse to sell "physical" copies of GTA 6 they should also stop carrying game key cards for the Switch 2 because it's the same thing.
