You mean already in the games or...? I mean, so far, if it is not in the games to begin with there have been events in real life to obtain them all so I don't get what you are asking, exactly.

yeah i meant do you mean will the legendaries come packaged inside the games? I mean, there will be ways to obtain them if not, I am sure. They have never left any pokémon out of the major titles.

Doubtful. The last 2 gens have not allowed that. Technically the first gen didn't either if you count Myu which the key to unlock the truck and get him was an event-only item in which you had to win an official tournament held by Nintendo.
