Keep in mind that this is just a bunch of bloggers first of all, but the possible threat is still very real. If this ever happens, and those images you see on the page become real, the computer will just suck. Pretty much everything except the big sites will have to shut down. No more forums (or maybe someone would make one giant forum or something), small blogs, websites, anything. All gone.

This is a very good page on it too.
QUOTE Net neutrality is a major issue as the U.S. considers new telecommunications laws. The U.S. House of Representatives passed its telecommunications bill, H.R. 5252, in May, without adequate net neutrality protections. Now the fight has moved to U.S. Senate. On June 28, the Senate Commerce Committee passed its own telecom bill, S. 2686. While an amendment to the bill that would have added meaningful net neutrality safeguards failed 11-11, this tie vote marks a significant political victory and gives the effort new momentum. The debate now shifts to the full Senate, where advocates will be working to get strong net neutrality language is any bill that the Senate considers.

Personally, this would be a disaster if ISPs went through with it. Google would be dead and useless. A closed internet is stupid and makes it nearly useless.
But while the threat is real, I do think that it'll never happen. Too many people will rise against it when it eventually does. It can be compared to TV, how it's been taken over and what's happened to it over the years - yes - but TV was never really that "open" to begin with, not even close to the way the internet works.
The only thing is though in this day and age, it's a little scary when the current people in Congress, most of them don't really have a clue about the internet. This will eventually change, but not for a while. We need to be careful of these "Ted Stevens's" so as a precaution it's a good idea to get your voice heard if you care about the net, in my view.
Thoughts?
