Japan and America both have larger populations, though (America far larger) - the UK has 62 million people, Japan has 127 million, and the USA 313 million. Also, gaming in Japan is far more a part of the culture than it is here.
Besides, the UK on it's own isn't really considered a market. Europe is always considered as one entity.
 
For a wealthy country they should certainly be able to do better than that. It's proportionately slightly better than America, but I would've thought it should be easier to market it in the UK, being a more densely populated country.

You clearly don't know the UK very well. We're all a bunch of tight-fisted bastards, so even if we have money we tend not to spend it (especially as the country's in austerity at the moment). Also, video games still aren't quite accepted as a legitimate mainstream hobby, the exceptions being big games like Call of Duty (which aren't on the 3DS) and casual games. And the problem with casual gamers as a market is that they are all uninformed about consoles and gaming in general, and of course only take a casual interest in it. Many I expect as still unaware that the 3DS is even a knew console, and those that are aware are probably content with their DS, anyway.
