Some data miners have really been failing their jobs then to be found this late.
 
I see the person reporting didn't watch the video in the article at all.
The guy in the video has stated many times that this course was found since the very beginning data mining of this game was possible, but nobody took the effort so far to make it playable since there's no visible model of it anywhere, just a collision model.
Basically like what was the case with Test1 Course in Mario Kart DS, except that hackers did put efforts in making it playable through multiple different models, though that too took years to accomplish.

Well, I did watch the video, but I have to admit at least part of the wording was meant to garner more attention. Saying 'a track that wasn't playable til now that happens to be a beta version of Bowser's Castle is now playable' isn't quite as catchy a title.
