I"m going to clean out my PC tomorrow and I need a reminder which side to put the anti static wrist band on. Does it make a difference or not?

As long as the Anti-wristband is tightly wraped around your wrist, and connected/clipped to a metal unpainted part inside your PC case you should be fine.
