Yes, Windows 8.1 Preview seem pretty good. I like that the Startbutton is back on the desktop, you can set 8.1 to boot to desktop, and you can shutdown Windows by right clicking on the Start button, and picking shutdown.
There is also an All Apps button on the Startscreen which shows all the apps and programs installed in Windows, and it works pretty well at showing all the apps. The Windows 8 App Store also seems faster, and simpler to use than before.
Windows 7 would work better on a regular desktop, and laptop because Windows 8.1 is still missing a Startmenu.
But, with free Startmenu programs like ClassicShell, Startmenu8, Pokki, etc the Startmenu is shown on 8 again.
I think once Windows 8.1 get a startmenu which list all your installed programs than it would be easier to use on a desktop for most people.
Windows 8.1 Startbutton works pretty good at shutting down Windows, and going to the StartScreen to Launch a program, or use the All Apps program to see and launch all the programs and apps installed in Windows.
Windows 8.1 StartScreen Modern Apps seem to work better on larger monitors because you can now resize the StartScreen Shortcuts to be bigger, and easier to see, or smaller, and the Text on Apps are sometimes bigger, or easy to change the size on.
