This does look like a nice Stylus pencil.
Personally, I don't think it's anywhere close to the quality provided by the pens of a good drawing tablet.
Well, besides the stylus, the iPad Pro also has, you know, apps. I'm seriously fed up with Windows Phone / Windows 10's ghost town of an app store.I feel like the Surface Pro 3 or even the upcoming Surface Pro 4 would be a better option rather than the iPad Pro. Unless you absolutely need iOS to develop in, it doesn't seem worth it to me.

I agree most of the good apps seem to be on iOS for iPad, and iPhone vs Windows Phone and Blackberry which don't have as many good apps. The Android versions of some apps also don't seem to run as fast as the iOS version sometimes.
I think a lot of App makers mostly care about Apple iOS because Apple does a better job at promoting good apps in the App Store search results and app rankings, and more iOS users likely to buy apps, and in-app purchases than Android and Windows users.
