Are many computer parts Advertisements for CPU, RAM, GPU Overrated?

I feel online and magazine ads, and the boxes for newer CPUs like the Intel Core i9, newer RAM types like DDR4 Gaming RAM, and video cards/GPU can be overrated where they use fast looking pictures, and a lot of exciting descriptions to say how great the computer parts are.
 
We loaded like a mock ad on all of our PCs at staples, they do kind of make the specs shine even though most either want a big screen or just a simple machine for emails.

Does Staples also load a mock ad for non-Windows computers like Google Chromebooks and Apple iMac/Macbook?
 
Well, of course they are overrated.

Otherwise, people would never spare a glance at them. Well, that includes me as well. I read reviews before finalizing stuff though.
 
somewhat, though it isn't really heavy for the chromebooks.

I'm guessing not many Chromebook care as much about buying a very fast computer, and mainly need a simple computer for e-mail, web browsers, office work, and using some Android apps at a decent speed.
