Yes, I think there are more people using cheap computers to browse the web if you include $200 and cheaper tablet, and smartphones as computers then there are more people using cheap which also include netbooks, nettops, portable computers like the $25-35 Raspeberry Pi, and those 399 and cheaper desktop and laptops.
