It's extremely rare that I'm late and usually minutes or 15 minutes early. If its an interview, you can bet I'll be there 20 mins early.

I am usually early for appointments because I always think road traffic maybe very slow because of slow cars, traffic accidents, and inexperience car drivers, so I leave home earlier to try not to be late.

Here in the states, its a show of good form to show up early to a interview at least, shows you're serious about the job.

Most of the places like restaurants or store I meet people at are close to my home, so it is harder for me to be late unless I am late on purpose, or there is something like a fallen tree blocking the entire road, or a street crime like a car robbery which cause the police to block the road to catch the car robber from driving away.

If I'm going to go to an interview, you can bet I'm going to get there early. The same thing goes for doctor's appointments.
