Does knowing the past life or experiences of your partner matter before starting a new relationship or does it have to be at a particular point or stage in the relationship before you would be interested in knowing the past?

I would say about a year into the relationship?

Some people would say what happened in your past doesn't matter but I don't believe that. They are what shapes one into what he or she is currently and I need to know what I'm dealing with.

Was reading something the other day about a female bringing up concern about the person she was seeing came out to reveal they were a registered child sex offender, so yeah, pasts do count at times ^^;

Yeah, our past have a big impact in molding us presently. It doesn't mean one should dwell on the past 100% but it's almost impossible to cut it's cobwebs in our lives.
