Black Friday, Christmas time, and back to school time has the most sales in my experience.
I think Laptops would be cheapest when they become less popular when Tablets, Smartphones, All-In-One Computers, mini-computers, internet only computer like the Chrome Book by Google, etc overtake the popularity of laptops making there too much supply of unsold laptops, and not enough buyers of new laptops.

I would think when stores get in new models would be a good time to get one, when they want to get rid of old stock.

I'm still using a laptop which is a few years old, and running Vista. It still works good for browsing the web, typing, watching videos, and basic tasks. It can probably still play some less advance games.
