I would say it is a mid-tier system personally as it is still somewhat costly in comparison to consoles.
I agree, this PC is somewhat more costly compared to a console.
But, over time, users will probably spend the same amount or more money on a console because of price increases for games, DLC, In-Game purchases, and memberships to Xbox Live Gold, and PSN Plus which are needed to play multi-player games, and use services which are not available on the free version of Xbox Live and PSN.
Buying extra controllers, controller charging station, remote controls, upgrading parts like the hard drive on a PS4, and buying an external hard drive for the Xbox One and Wii U can also cause gamers to spend $100 or more for a bigger and faster hard drive, and additional accessories like a controller or remote control for their console.
Buying replacement consoles to replace broken consoles can also get pretty expensive. I remember there were people who bought many original Xbox 360 because their Xbox 360 kept breaking, and the console were not covered under the warranty anymore, so they ended up spending hundreds of dollars on replacement consoles.
I think with a PC, it is usually easier for the user to replace parts like the RAM, power supply, CPU, motherboard, hard drives, and other parts when they break.
