Yes, I love to have a lot of link juice by having tons of websites put a link to my website on their site, but the only way for this to happen is if I have a lot of useful content, or a useful service which people love to link to from their site.
I believe the more partner links you have, the better ranking a site gets in the search engines. Some say relevant links count the most (sites that relate to yours), not sure if that's real or just a SEO myth. Normally I link to many appropriate sites as possible.
I also believe one way links are the best. It is when people link to your site out of kindness, or as a source to their articles, but you do not link back to their site.
I heard search engines care more about one way links then "Link Exchange links", so if you have two sites you add a link to their site on a different site you also own, but not on the site you want them to link to. This can make the search engine believe that both links on the other person site and your site is a one way link which you both link to out of kindness or a source for an article.
For example, If you want to link exchange with Site C inexchange for a link back to your site which is site A that you want site C to link to.
You put their link in Site B which you also own, so the search engines can't find their link on your link exchange site, and you both get more link juice.
