Do you get offended when people insult you while they say "No Offence" afterwards?

I'm sure we all read or heard "insulting comments + No offence" praise.

Like: "(Insert Homophobic, Racist, sexist, offensive comment here) + No Offence.

I think saying the No offense at the end or beginning of a comment will not make certain troll comments better.

For some things it works to say "No offence" like: No offence, but I feel that you should be less lazy because you haven't mowed the lawn in a year.

But for some things it can be offensive.

Like: No Offence, I feel your baseball team has no hope in winning the game, so you should just not play.

I got a feeling if you said that to a big league baseball team like the Mets, Yankees, Cubs, etc. The team and the baseball team will probably insult you back or use violence to defend the team's honour in more extreme cases.
 
I get offended, because they know their insult is going to offend you, even with a "No offence". They just want to seem nicer and it doesnt work.

I mean, do they really think that saying "no offence" changes the rudeness of the insult?
