Yes, I like brochure/pamphlet style websites which offer a lot of useful information on a few pages, but have no interactivity, and don't change much. As long as the information is good, and the page is easy to read, I come back to the website.
Yes, sometimes it is good to just have the basics.. this way you get the info you were looking for, without getting distracted by all of the bells and whistles..
