Do you like websites with a built-in toolbar on the top, or bottom of the website?

I'm not really a fan of website with built-in toolbars at the bottom of the website since I rarely use them. Although, the Stumbleupon toolbar on the website is pretty cool.

I don't really like them as well...

PS. I don't use them, ;) I think that most of them are ugly and when I look at the toolbars, I think it'll slow down people's Internet connection for people with slow Internet speed.
 
I don't like them and I think it makes forums look messy.
 
I just hate how some site owners make their websie toolbar show text bubbles which move left to right with "mini notification messages like "What's up peeps,the forum will be down for a while".
 
I think it works for sites like Facebook which has a in-site Instant Messaging and chat program.
