Yes, if you want to conveniently hack far away from home.

But, if you break-in to someone house to steal their computer, and take it home to hack then it will not require the internet.

I heard some hacker pretend to be Janitors, PC Repair man, Police Officers, and workers to go into buildings and homes to hack or steal information from people manually.

In the early days, hackers used the telephone service to hack the phone lines to make free international long distance calls, and mess with the phones.

I read some hackers can use Bluetooth, Wi-Fi, Radiowaves, USB Ports, and the Electrical System to steal information, and mess with computer from a few miles away with a laptop, smart phone, or listening device.

Indeed, unless you have money to hire someone to steal a PC located on the otherside of the world, and ship it to your house via the postal service to hack.

I think Russia, US, and China might still steal information by hiring strong men to steal computers to take back to their hackers to hack.
 
I'm not sure...But, I think it definitely be against the rules in many forums including this one to post step by step tutorials and video tutorials on hacking.
