Do you think Flip Cell Phones are Expensive?

Yes, I think some of the better flip cell phones are expensive. I still see flip cell phones selling for $50-100+ at Amazon.com, and retail stores.

For $40 and up, you can buy a new cheaper low-end Windows Phone, and Google Android smartphone on Amazon, eBay, and Craigslist.
 
The one good thing about flip phones is that they last for many years because the screen, and buttons are covered with a clam shell flip case when not in use.

The battery is also removable and replaceable in most flip phones.

The price of higher quality flip phones are probably expensive, so the flip phone factory, and seller can stay profitable because higher quality flip phones probably rarely break from drops to the floor, so there is less money to be made because of replacements.

Plus, people who own flip phones may not replace their old phones like people who use smartphones because most flip phones are pretty similar, it is more difficult to transfer their phone number contacts, and other information to a new flip phone, or smartphone because most flip phones don't have account syncing like Apple iOS, and Google Android.

Oh yeah, I didn't think about that... I guess you're right... Although I thought that drivers would use smartphones because they have maps apps, which come in helpful for vehicles that don't have GPS, such as pizza delivery mini-cars...

A lot of  the better flip phones has GPS, and access to the internet. I think a lot of drivers like police officers who drive a car will use a real GPS system, laptop or tablet with GPS in their car since the screen on a smartphone is too small to read when mounted to a dashboard. Plus, the police need to use more powerful software which help them catch criminals, find stolen cars, and enforce the law.

A smartphone is also less reliable than a real GPS, laptop, or tablet because smartphones sometimes randomly reboot, and freeze when new operating system, and apps are installed on it unlike Linux and some Windows based devices which rarely randomly reboots after many years of use like web servers which run on Linux, and Windows Server which are always running for many years non-stop.

only happen if they can get smart phones for the right price. I know the drivers related to my work are on a strict budget.
