Yes internet income should not be tax for smaller to medium sized websites a since a lot of personal websites don't make any or much money from their websites, and the advertising and product sales money they earned is usually use to pay web hosting, domain registrations, MODs, templates, and advertising.
I feel by making people pay income tax on money earned from the internet can make it stressful for some webmasters who are not tax savvy.
Plus, I doubt much of the taxes the government earned by people internet earnings, will go toward improving the internet.
I think by leting webmasters keep their internet earnings then the internet will be better since web master can afford faster, better, and more reliable webhosting vs using slow cheap unreliable webhosting because they can't afford better hosting.
