Yes, I typically go to websites which provide lots of useful information, or makes it easy to share information. I think websites which offer little information and is just based on looks, and the cool factor won't get many long term visitors since many people go online when they need advice, or be entertained by reading, watching or listening to something.

If it is just a site for sharing Joomla, or forum templates then information on the site is not as important. All it needs is a link to download the template and a tutorial on installing a template for Joomla.
 
this is kind of like asking if game play or graphics is what makes a video game playable. But there needs to be a good combination of the both. If the site is full of good info but the site has a very bad look making getting around and reading the info hard the site will fair poorly.

How about Craigslist http://www.craigslist.org/ which is the ugliest website I seen, but is top ranked in the world?
