Yes, my web browser sometimes scroll up and down on a website when I'm on a slow loading or slow website with a ton of plug-in, flash, and other stuff on the page which makes it slow on my PC. I notice sometimes it even makes my scroll wheel laggy, and when my computer catches up with the slow website, the website scrolls up and down for a few seconds.
