But only Budokai 1 and 2 HD just does not make me want to throw my cash at them.

They add story though and travel and the combat isn't so button heavy.

Dynasty Warriors is literally only the X button. Also, a lot of Naruto games don't add much, and when they do, it is only for the good Naruto games, like Ultimate Ninja. There is one good Naruto game on the PSP, and that is the first Ultimate Ninja Heroes. After that, it's crap because of the gameplay.
