It might be too early to compare these two shows as one of the shows is a completed show whereas another show has just begun (there is just one season). It's just way too early to say at this point.
With House of the Dragon not yet complete with the 4 seasons it's said to have, it won't be fair to compare 1 season of it with 8 seasons of Game of Thrones.
