Why hasn't Microsoft come up with a handheld? 

Nintendo came up with the first handheld and then Sony started getting in on the action.  I just think that Microsoft is missing out by not trying to come up with some type of handheld console. 
 
MS could never pull off a handheld market and they know it, which is why they haven't done it. Nintendo rules the handheld market, Sony has bearly able to stay alive in it and right now the PS vita is looking to be their last due to poor sales. And whats left is controlled by cell phones.
 
There are Gaming Laptops and tablets which run Windows, so it is not like there are no portable mobile devices which can play games on a Microsoft operating system like Windows.

I think Microsoft wouldn't want to release a handheld since it may negatively affect their Windows tablet, and gaming laptop sales from Laptops and tablets which run the Windows operating system which is one of MS most profitable products.

There are Gaming Tablet like the Razer Edge Gaming tablet which has a controller accessories to play Full Featured PC games like a handheld if you don't want to use a wireless keyboard and mouse.

I bet there would be smaller gaming tablets in the future if enough gamers want one, but it seems bigger screen handhelds like the 3DS XL are more popular these days with a lot of gamers who can afford one.
 
Froggyboy, you've made a good point.  I was thinking of a more traditional handheld by they probably make enough sales off their gaming tablets.

Sony did compete with Nintendo in hardware, but Nintendo remain strong in software which matters most.

That's true.  I seriously doubt that they'd be able to compete with Nintendo at such a late stage, unless they manage to come up with something completely new.
 
I've never really thought about this before but I think it's much too late for Xbox to ever really do a handheld in my eyes. Being owned my Microsoft their safest bet was always to stick with PC gaming as there portable option.
