This is usually done by opening a dispute case with a seller for breach in transaction. If you present your case very well against a seller, when PayPal have completed their review of the transaction and things go your way, you will get your full refund. Most PayPal users hate getting a dispute opened in their account because it put accounts at risk of being limited.

Once or twice, nothing major and also glad paypal has never froze my account.

There has been a couple of times my husband has, yes. He's purchased stuff on ebay before and there's been times when he's paid for stuff and people don't send the item.........so he's had to report them to at least get his money back. This has happened more than once but he at least gets his money back so that's good.

I really wonder why someone would list an item on ebay for him to not deliver it when payment has been made? It's the challenge most people have dealing with sellers on ebay.

Ebay is really good at that, even if it screws the seller in a legit transaction.

I only had to ask Paypal for a refund once when someone on eBay did not send my purchase.
The last one I had to asked for a refund was due to an issue with whom I needed to buy something from. He got the money and PayPal limited his account for some reasons. He asked me to issue for a refund as he was stopped from doing it.

Whenever we sell things on ebay we ask the buyers to come pick it from our garage or outside our neighborhood most of the time the buyers will be like can you send the money by Paypal or can you leave it here we will send money by Paypal we usually say no to that as it seems a bit scam'ish

Once you see a shady transaction, you will know right away and it would be smart to never get into it.

I've been using ebay since 2010 so yeah I've had to do a few requests in the past to get money back from PayPal. Not the quickest process but it generally goes fine.

Yeah, it's never rushed. Even the first time I used it, I think it took up to 4 days.

I have had the opportunity of asking for a refund. It wasn't funny, but I won at the end since they have no serious case against me.

No, I don't have any experience with appealing for any refund on PayPal. I don't think I'm going to because I use the services of exchangers. They do it and not me.
