How does one determine if CGI is good, mediocre, or straight up bad in anime?

Is it based on the manga art or the actual quality of the animation?
How do you judge an anime? Would it be based on the art or would it be based on the animation quality?
 
If you cringe, it is bad.
 
I feel if a CGI animation is very realistic, it is good. But, if the CGI graphics look unrealistic than it is not good.
