How long should a game be to warrant a physical edition?

At what point does a game go from being a downloadable short game to warranting a physical boxed version with a disk? Is there any sort of rule you set in place yourself? I tend to, if I know the game will only be short, just buy the download of it rather than any disk versions because I know it would be a waste of money.
