You can make sprite sheets with something as simple as MSPaint, to something as complex as Photoshop I guess. Although I prefer MSPaint, due to it's treatment of pixels being simple and straight to the point... by sprite sheet, do you mean just organising the sprites, or making the sprites too?

Well, the easiest way is as follows. Zoom right in on the page in Microsoft Paint, and you'll eventually get to see the pixels. Now, draw the sprites pixel by pixel.
If you want to rip sprites, there are different ways... emulators can display only certain layers which can be ripped easily, or you can just cut and paste from a whole bunch of screenshots taken in an emulator or some screen recorder, or if the image you want is static, from a map or screenshot.
