I don''t understand Streetpass Mii Plaza

Ok can anyone please explain why everyone in level one or occasionally two in street pass mii plaza? How am i supposed to play this game.
 
You don't play Mii Plaza, it's just a plaza.
You play StreetPass Quest (or 'Find Mii' as it's called in America), where the Mii's you've encountered that day can fight for you (or you can buy warriors with your Play Coins). You can also go into Puzzle Swap, where you can choose a puzzle piece from each person you meet, or buy new pieces with coins.
 
StreetPass Quest: If you encountered the same mii twice then that particular mii will be level 2 hero instead of level 1.
