I guest the PC would be a niche/sub-category device used by computer gamers, secretaries, and people who need a keyboard and mouse all the time.

I never expected Intel which makes most of the worlds PC chips would say that PC are becoming tablets.

I think it's too soon to say anything yet.

Intel does have a point with new Windows 8 PCs since a lot of Windows 8 laptops, Desktops and All-In-One PCs now come with touchscreens, and the more expensive laptops have removable touch screens which turn them into a tablets without a physical keyboard.

The Windows Surface 8 RT tablet also sold about 1 million tablets during the holidays according to the news.

Plus, the price of touchscreen devices are affordable these days since for $99-199 you can buy an affordable 7-9 inch tablet made by a generic brand like Coby, PanDigital, Acer, and more.
