Internet password requirements

Some blogs, forums, websites, ect. have a minimal password requirement (ie. certain amount of characters, must meet so and so requirements, ect.) and do you believe these requirements should be put in place?
 
Password requirements probably stop some spammers from joining since I got a feeling a lot of spammers and spambots use simple passwords since they spam and never use the account again since they know their account will get deleted.

But, it also might stop visitors from joining as well.

I think if the website is something like a bank, tax return website, or college registration website then it should be in place.

But, for e-mail, forums, blogs, Twitter, and Facebook it might not be as important unless you are a celebrity like Britney Spears which a lot of people want to hack to pretend to be her.

But, for admin accounts to web hostings, blogs, cms, and forums then it is more important since if someone hacks your admin account for forums, blogs, and CMSes they can delete all your posts, themes, and files, so it is best to have a better password.

But, if the password is too hard to remember, people will just write it down on a peice of paper where someone can pick it up to lon in to your account if they also know your username.
