Is it generally easier to maintain a Tablet/Smartphone vs. a PC/Laptop?

Yes, I think it is generally easier for people to maintain a Tablet and Smartphone mainly because all modern Tablets and Smartphones are fanless, and don't require any extra cooling like a PC and laptop with fans which get dusty, and can overheat.

Plus, most operating systems for Tablets and Smartphones like Google Android make it easy for users to install and uninstall programs with the App marketplace app, or the application settings.

The storage drive on Tablets and Smartphone are also flash memory or SSD, so it is less likely to fail because of shaking/vibrations like mechanical drives found on most PC/Laptops.

I think it all depends on the person. Some people are just better at maintaining one thing vs the other and simply stick to what works best for them..

The easiness of maintaining a device can also depend on the operating system. Apple iOS on iPhone, and Windows Phone seem easier to use and maintain then Google Android which is more customizable, but have more settings which can be more confusing for some people.

Well not sure how you can even ask such a question... I mean desktops are meant to stay in one spot and laptops are supposed to be like portable desktops which are still able to perform more tasks than the tablets and smartphones. But in terms of simplicity, I guess.
