Is it safer to use a PC at the library/school to browse websites instead of free public wi-fi?

I think your data would be safer from hackers if you use the library/school computer to just read blogs, and websites which don't require you to make a username and password to login to read articles, or watch online videos. But, it would not be a good idea to plug in a USB drive into a computer which is not your own since the computer maybe infected with a virus, and steals, and upload files from your USB drive to a server on the internet.

Sometimes, a computer operating systems like Windows may have wi-fi and networking security vulnerabilities which can make it possible for hackers to login to your computer, and view your files which are stored on your laptop's or smartphone's storage drive, and some ransomware and malware may even be able to install malware onto your laptop or smartphone by using a wi-fi connection which is not properly secured, or hacked by a hacker who made the connection insecure on purpose to steal data, or install malware onto victims' PC.

There are portable versions of web browsers which you can run from a USB flash drive, CD-R/DVD-R disc, and SD card, but portable web browsers may not work if the computer is using a very outdated version of Windows like Windows 98 or 2000, or running third-party software like web browsers, or USB ports are disabled in Windows.

There are also some people who use a USB drive to load an operating system like Ubuntu to use to browse the web on a public computer with external storage support.

But, it may not work if the computer disables boot from USB and CD drive, or you need to use a networking security software and a username and password to login to the network at the library.

The library, and school can also punish users for using USB and CD operating systems if there is a rule against running software from home. A lot of workplaces don't let PC users install and run their own software and games from home on a work PC because of malware risks.
