Yes, I think desktop PC, could be pretty quiet when you use a SSD instead of a hard drive, water cooling, or slower spinning fans which spin slowly, but move as much air to cool the PC because of bigger fins on the fans.
There are also fanless computers which don't need fans to cool it because the case is a giant metal cooling block to cool the PC.
Also, computer games are all digital, so there is no need for spinning CD/DVD games to play games from disc like consoles.
