This is my favourite Just Cause game that I played I played Just Cause 3 but didn't enjoy it.

I heard very good things about this one. It encouraged me to get JC3, but I haven't played it yet and by all accounts it is broken and not as good. I might try to play this one day on PC or an old console or something.

I wouldn't bother with JC3, stick with JC2 and you will have more fun.
