Yes, it is self-mending for scratches, but I think if you cut the case with scissors, or use a very sharp knife, and remove some of the plastic on the case, it can't be repaired on its own.
I agree, it is probably best to get a case that can't be easily cut. It would also probably cheaper to buy a hard plastic or metal case which you can get for $10 or less on eBay or Amazon.
