Both of them are over-powered. Do not forget about naruto's six paths form and luffy's conquerors haki ;)
 
Which version of Naruto do you mean?
 
Yea Naruto Currently is definitely leagues upon leagues more powerful than after his initial Killer Bee training (initial controlled Bijuu form)
SPOILER ALERT

Since that he gained the Full Bijuu mode which increased his power immensely and after that the Sage of Six Paths power to fight Kaguya which increased his already immense powerup even further.

If its his initial Bijuu Mode after the Killer Bee training vs current Luffy than its a close match that I currently can't decide, but if its current Naruto Luffy gets wrecked HARD.

Yes and I thought that's what the power is after killer bee's training.
