Make your own Swapnote stationary?

I've honestly wondered, would this ever be possible if you could theoretically figure out the format Nintendo stores it as?

Okay it might be difficult considering SwapNote stores data to the 3DS rather than SD card, but presuming they ever mod the device, do you think someone will figure out a way to make their own stationary with an external program?

Also, I sometimes just pick one with a full picture background and put in a picture. With open sharing on, they can still download the picture and use it about the same way if they really wanted to.

It would be cool, but I only use Swapnote for sending, its origonal purpose... I dont need it
