I think a lot of mobile games are made to be compatible on older mobile operating systems compared to apps which sometimes need a newer operating system like Google Android 6.0 or Apple iOS 10.
Many mobile gamers are kids and poor people who may not be using a newer version of Android, or Apple iOS operating systems because they are using a older cheaper tablet, Prepaid plan or unlocked no-contract smartphone with an older OS like Android 4.4.
A lot of games also use simple 2D graphics like Angry Birds, and less intensive 3D graphics like Pokemon Go, so they don't always need a newer mobile operating system which can display 3D more realistically.
But, App users who use apps like fitness apps, office suites, social networking apps are usually over the age of 13. Members of social networks need to be over 13, or ask for parental permission before they can legally join a social network which collects personal info like names and e-mails.
