I think the most difficult free staff to find for a website are admin, writers, game or entertainment reviewers and graphic designers since they all require lots of skills and knowledge.

Not for me.. most of the staff I have, I have either worked with them before on my brother's forum, or I am related to them.
if you spend a little time looking it's easy to find a admin, mod or advertising staff. The most hardest is to find GFX and game/entertainment reviewers.
