Johan Liebert from Monster. no powers, no guns or magical ability, just human charisma at its worse screwing over so many people.

He gives me goosebumps whenever I thought of him, just for a second. He is too good at that manipulative stuff

Not exactly a "villain" per se, but Shou Tucker is one of the rare anime characters that I believe deserves all the hate he gets.

That man is just bad.
He killed his wife, daughter and the pet dog in the most cruel way. I don't like him either

Dio from 'jojo's bizarre adventure'? Not sure in history, but .... I started to watch season 1 of it, and... thats just my guess. haha

I dropped that anime. I will have to pick it up as according to others, it gets better
