My CPU is running at high temperatures even on idle

Hello, I have a problem with my CPU and I don't know how to fix it. I have recently upgraded from a Intel Quad Core Q9400 to an i5-4570, and I upgraded a bunch of other stuff as well, including my graphics card, RAM and motherboard. However, the problem is that my CPU is running at high temperatures. For example, when surfing the internet, the temperature can rise even to 55 Celsius. It's currently at 42 Celsius, as I am writing this post. However, in some games it rises A LOT, and the highest temperature I have seen was around 82. I understand this is too high and way out of the 72.2 recommended max temperature for these processors. When playing Counter Strike: Global Offensive, which is a CPU intensive game, the temperatures can rise to 75 and 80 Celsius, and I have found a workaround for this by opening the console and typing in fps_max 120, which kind of makes the game less smooth, but it fixes the problem. However, I can't limit my FPS on most games. However, some games increase the temperature a little and some increase a lot. For example, I can play Far Cry 3 on high settings and the temperatures will stick around 60-65. However, when playing The Witcher 3 the temperatures are usually around 65 to 75 degrees Celsius. I don't want to lower my graphical settings since that shouldn't be needed in order to play my games. However, my GPU temperatures always stick around 40 degrees, even tho the fan speed is only 20%, and if I increase the fan speed to 100% it can drop to 28-30 degrees, and my CPU temperature still stays hot. 

I understand that I have no working case fans in my case, but are they that important? I'm thinking of buying a Cooler Master Hyper 212 EVO or something, instead of my stock cooler. Would that be enough? Should I buy that and a few case fans, along with a completely new and better case, or just case fans or stock cooler. Thank you for your help, as it is greatly appreciated. 

Also, if I keep playing CS:GO with temperatures around 70-75, will that cause any kind of damage? Someone told me that this CPU is safe even around 90 degrees, but I don't want to test that theory out. I don't have enough money to fix this problem right now, but I should have by the end of the month. If I play for 20 days more with these temperatures, will it cause harm?

Yes fans are important, as is a heatstock on your processor. You probably also want to replace your thermal paste. And yes 70-75 can damage your computer.

So yeah, you're going to want to get that fixed before your pc breaks.
 
You might have a problem with dusted fans. I had the same thing, just with my GPU. And it broke after a while, because it was too dusted up. You should definitely take your PC to a cleaning firm and get it cleaned up good. It is really cheap to do and a better option then loosing your whole PC.
 
You need some kind of cooling device like a fan, and then check your thermal paste and heat sink to make sure they are working right.
