GoNintendo says it's a rating of the online web portal and has been there for a while:

Not sure I believe the former bit, there's no reason the ESRB would rate a nearly non interactive website.

Zelda Universe is the official Zelda website... Don't think they'll name a game after it.

From what i've read, the most likely scenario is that this is just going to be a little browser-based game to publicise an actual game (most probably Skyward Sword). Quite a few other companies have done this in the past.
