Sony has confirmed that each PlayStation Vita can only be tied to a single PlayStation Network account. Last week, Sony commented that PSN accounts would be tied to memory cards, not systems, and that each Vita would allow multiple PSN accounts by swapping memory cards. Sony now says that this is not the case.
"[The] PSN account is tied to the hardware and the memory card, not just the card," Sony told Wired, "which means that if a second person is using your Vita, it's not just a case of switching out memory cards, it's clearing out all of your saved data on the Vita itself when you do the factory reset."
"In other words, PlayStation Vita is intended to be played by only one user," the company added.
This means that Vita users will not be able to keep a separate Japanese profile if they import a Vita, unless they plan to delete their profile and save data once the Vita is released internationally.

I wonder if sony even knows what their doing with the vita?
