The company has revised its forecast for 2012 and now believes that only 348.7 million PCs will be sold this year - down 1.2 percent from 352.8 million. The last time the industry declined was in 2001, the year when the dotcom bust came crashing down on the PC industry.

I guest most people are not buying as many new PC, amd just replacing broken or very old PC. I'm still using a PC from 2007, and it still works pretty good for everyday tasks.
I wonder are more people just getting rid of Windows, and Mac, and switching to Ubuntu Linux, Linux Mint, or PuppyLinux which can run fine on most computers with a 1GHz CPU, 512MB or less RAM, basic onboard video card, and a 10 GB or lower hard drive.
Maybe more people are just upgrading, and building their own PCs instead of buying from HP, Dell, Asus, Apple, and other big PC makers.
