I think the reason for the drop could be people buying used and refurbished computers from eBay, Amazon, and Craigslists where it is harder to track how many PCs are sold because most sales on eBay, and Craigslists are anonymous, or not publicly known unlike buying a PC from a big box store like Bestbuy.
Many people who need a PC would build or upgrade their own PCs to save money.
A lot of people can also get free used computers from their parents, cousins, siblings, etc who upgraded their computers to a new PC, or switch to tablet, or smartphone, and have no need for a PC.
People who do not really need PCs buy smartphones, and tablets which are good enough for e-mail, online banking, video, music, and web browsing with the onscreen virtual keyboard, or an optional keyboard dock or keyboard cover like the keyboard cover for the MS Surface tablets.
